Add USE_PYTHON=3Dflavors to lang/python-tools

Currently python-tools has USES=3Duniquefiles to add unique suffixes to the
scripts it installs. Using concurrent is the correct way that will also ins=
tall
non-versioned files for the default version.

Log:
  Enhance USES=3Duniquefiles to be more generic.

  This allows to have more complex renaming schemes.  Until now, it could
  only add a prefix or a suffix, but this was not working at all for man
  pages, because it would give man/man1/pyfoo.1.gz-2.7 or
  man/man1/pyfoo-1-2.7.gz.  With this change, a man page will be correctly
  renamed to man/man1/pyfoo-2.7.1.gz.

  Unfix ports that were already handling man pages.

Hi,

I haven't tested what I'm proposing, but this conflict of pyuic5 is
embarrassing for Rainer and myself for the next version of QGis 3.

Since py-qt5-core has flavours, is it possible to rename the file pyuic5
according to its flavor? This should avoid installation conflicts.
I think we need also to add a pkg-message, and aliases like py3uic5 for py3=
6ui5
and py2uic5 for py27uic5.

Sorry, I didn't notice your message before.

PyPI has the re-packaged python part of bullet3 project with the 
unrelated version. I am not sure why the PyPI version should be 
preferred, and not the upstream version.
