Yes, tried that. Workaround was to build the pkg in another jail. Still attempting to track down the difference between the 2 11.1-RELEASE-p4 jails to lead to "unknown type name 'xmlRelaxNGPtr'; did you mean 'xmlRegexpPtr'"? The jail where the build failed was newly installworld'd with only libressl added before attempting to build sysutils/munin-master.
