I think this is because we don't have official package with this
change https://svnweb.freebsd.org/changeset/ports/474879 yet.

It should be available in about 2 days.  I'll disable the notification
of FreeBSD-head-riscv64-build for now and re-enable it again after it
is available on pkg.freebsd.org.

Next time we should check if pkg.freebsd.org has the required packages
before updating the code depends on external toolchain.
