There are reports of this every time perl is updated as it recently was
from 28 to 30. It probably is installed. You can check with "pkg info -o
p5-XML-Parser". Whether it i or not (and it almost certainly is) you just
need to reinstall it. Since you appear to be a portmaster user, "portmaster
textproc/p5-XML-Parser".

This has been an issue for over a decade and nobody seems to be able to
figure out what is triggering it.
