Change ugidfw start order

Hi,
We have same issues with ldap based users. Boot hangs until ldap timeout
because ugidfw  starts before network


Maybe changing REQUIRE: FILESYSTEMS into REQUIRE: NETWORKING is the simplest
way to fix this issue.=20
