I was migrating from FreeBSD 12.4 to 14.1 and hit this issue as well.
zfs.mount_snapshot =3D 1; in jail.conf fixed it.

However I cannot find any documentation for this parameter. Shouldn't it be
mentioned in man jail(8)?
