I tested an I217 and I219 back to back and there is no issue with any media
speeds - autoselect, 1000, 100, 10.

bceec3d80a3c will allow the fixed side to set the remote's duplex correctly=
 at
10 and 100.

Not sure if something has changed since this was filed or if it is down to a
particular chip or cable so closing unless we can recreate it.
