Just reporting I see the same in a 13.2 VNET jail running on a 13.3-p1 host:

[root@haproxy01 /home/spork]# pfctl -sr
Assertion failed: (elems <=3D maxelems), function pf_nvuint_32_array, file
/usr/src/lib/libpfctl/libpfctl.c, line 147.
Abort trap (core dumped)
[root@haproxy01 /home/spork]#

I can provide more info if needed but it certainly looks like the same issu=
e. I
don't see any note of this in the -p2 update...
