The ports infrastructure is a base of Makefile's with patches (if needed) to make a application work on FreeBSD. Just having the Makefile set doesn't give you the package. you should download the ports distribution and install from there a guideline in how that is done can be found: http://www.freebsd.org/doc/en/books/handbook/ports.html there.
