I think what you're running into now is what I'm running into: general exceptions or debug instruction faults in init(8); which in your case is sysinstall(8). I've tried a couple of things, but no luck. At this time I'm thinking that we either have stale translations or a dirty instruction cache. Something along those lines. It appears as a hang like you're seeing, but are a continuous sequence of the same fault. I haven't had the time yet to add debug code that allows one to inspect the memory- or translation caches. Especially the debug instruction fault is a sign that some cache is out-of-sync with memory, because it happens for a non- break instruction. Typically the instruction cache is out of sync in those cases. Anyway: I expect to have this solved before 7.0-RELEASE, provided I have a couple of spare hours...
