Is it possible to merge it on ports? How can I send you the changes so you can test and check if it's ok. On my freebsd 8.3 amd64, I can compile all options. I've attached two patch files. They are applied only when peruser is selected. My idea was to merge all apache22 options in one port only and use make config to choose between them. On my pbi build tests as well on normal build, all options compiled fine.
