Ok, that brought back some memories. It turns out that I have
kern.cam.boot_delay="20000"
in the other RPI2s that use USB storage. At first it was used
for a mechanical hard drive but apparently was found necessary
for USB flash drives as well.

I'd forgotten all about the episode.....
