Because ^src/release/ is in CVSROOT/exclude, which disables the $FreeBSD$ checks in that subtree. There's a rule of thumb in the CVSROOT code that says that we should only contract the $FreeBSD$ tags if we require that they're there. Maybe someone wants to make the '^src/release/' restriction less general?
