on my 13.2-RELEASE-p2 system, strverscmp(3)'s HISTORY section claims,

> The strverscmp() function was added in FreeBSD 14.0.

This function was cherry-picked into stable/13 in base
27e60668bf29dc4da3409168967974e7ee3ffddc
which was in August 2022, and as such should be in all 13.2+ releases.
