The symptoms were stuck foreground jobs on VTYs.  It's most easily
reproduced like this:

- Program syscons(4) for a visual bell:

	kbdcontrol -b visual

- Start some output intensive job on some VTY:

	strings /dev/urandom

- Switch to another VTY and issue a bell:

	printf '\007'

- Watch the job in the other VTY has stopped, and see that VTY
  state in the ``pstat -t'' output.
