You submit an application, the selection committee will meet you in
two weeks and you take an oath at the USENIX if you pass the test. :)

Just kidding, there is no standard as to when one can steal the
MAINTAINER-ship of another but if he doesn't respond and you're
willing to do the work from now on, that's probably good enough.

Please take a recursive diff ("diff -Nru") of the old and new
directories and send-pr it with category "ports".  You should probably
CC:it to the old MAINTAINER as one last notice.  Please don't gzip +
uuencode the diff unless it's truly humongous (which probably won't
happen for tinyfugue, it's is only 29KB including CVS dirs now :).
