svn diff to fix irc/ircproxy ( patch )

The source for this port went missing.
I use this, so I'm fixing it. :)

This pr(1) provides/changes:

MASTER_SITES, MAINTAINER a clearer pkg-descr

That's it!

prove it's fixed. :)
