The more I look at this, the more it looks to me like your sshd is not running at all, isn't running on port 22, or is being blocked by some kind of firewall. Just for snicks, I tried to ssh to a machine on our network that I know does not have an ssh daemon running. You are running a VERY old version of OpenSSH.
