That isn't the way I read the charter for -chat. It looks like a
catchall for *nontechnical* issues. Is looking for some specific
application - or having problems with a third-party app - a
nontechnical issue? In particular, do we want people trying to get an
answer to such a question to have to wade through, for instance,
discussion about whether Jordan looks like a toon ferret or not, to
get it?

Either a new list, or a (rather minor, actually) broadening of the
charter for questions to include these issues would certainly be a
better solution.
