Because the file is _not_ temporary, that is an archive of bits I have
removed from Attic files and needs to be stored someplace for a much
longer time than any of those locations would be reasonable for.  Also
those areas don't cause the file to end up in my ~ncvs, and on my
backup tapes.

CTM needs an ignore file list just like sup has :-)  And/or a scan
control file to say ~ncvs/{src,ports,CVSROOT}.
