You know, it could be any number of things, ranging from silly
oversights to broken hardware.
 
Flip through the stuff in /etc/ppp and make sure the device is set to
the one your modem is actually on, the speed is reasonable, and
the init string is one that ensures your modem actually echoes
the AT commands you send it. Some modems, by default, give you 
a blank stare  when you type "AT" at them. Look through your modem
manual or an online AT command reference for the thing to put in
your init string that says "Boy, when I say ATTENTION you say 'yes
sir!'" :)
