Do you have your DNS resolver set up properly? I run into this kind of lag when logging in via telnet and my DNS info is wrong (usually a dead link to an outside DNS server). It gets hung up trying to do a lookup on my IP address. EVentually I get a prompt once it gives up on the failed lookup. Try putting the machine you're coming from into the ssh server's hosts file.
