In this particular case - a device with VGA output feeding a display with HDMI input - I would not expect it ever to work. The VGA connector only carries anaolog video. HDMI only carries digital. I'm guessing that the OP is using a VGA to DVI-I adaptor cable, followed by a DVI-I to HDMI adaptor cable; this is the only setup I can think of that would even allow things to be plugged in. But as we've seen in past examples, having a plug that fits is necessary but not sufficient. Once that's resolved, then we can think about EDID and modes and so forth.
