It is possible to reject during the connection during the DATA phase. Using exim and sa-exim glue, with spamassassin, this is what I do. The sender gets a 5xx rejection with the message: UCE not allowed. I have the score set ridiculously high so that only very egregious spam gets rejected this way, in order to avoid rejection of false positives. I also have an sa-exim based greylist running with spamassassin at connection time.
