I followed those same steps in a FreeBSD 12.3 jail on amd64, with the follo=
wing
jail behavior options:

allow.set_hostname =3D 0;
allow.sysvipc      =3D 0;
allow.raw_sockets  =3D 0;
allow.chflags;
devfs_ruleset =3D "4";
mount.devfs;
sysvshm =3D "new";
sysvmsg =3D "new";
sysvsem =3D "new";

The first time I built clamav 1.0.0, I used rust 1.65, with all port options
unset, and observed the error. Then, I reverted to rust 1.63 from pkg, which
has SOURCES and WASM On. I then cleaned and rebuilt and reinstalled clamav
1.0.0, and observed the error.
