svn diff to fix x11/xsel

Save xsel from the dust bin.
I see this has been marked for deletion, due to
it's source being unavailable. I've got the source.
So why not host it, along with all the other ports
I already host.

Following shows that it is now available again:

# make fetch
===>   xsel-0.04.1_5 depends on file: /usr/local/sbin/pkg - found
=> xsel-0.04.1.tar.bz2 doesn't seem to exist in /usr/ports/distfiles/.
=> Attempting to fetch
http://BSDforge.com/projects/source/x11/xsel/xsel-0.04.1.tar.bz2
xsel-0.04.1.tar.bz2                           100% of 7335  B   77 MBps 00m00s
===> Fetching all distfiles required by xsel-0.04.1_5 for building

# make extract
===>   xsel-0.04.1_5 depends on file: /usr/local/sbin/pkg - found
===> Fetching all distfiles required by xsel-0.04.1_5 for building
===>  Extracting for xsel-0.04.1_5
=> SHA256 Checksum OK for xsel-0.04.1.tar.bz2.

While here, take MAINTAINER.

Please find attached, the svn diff to fix x11/xsel.
