I had the same settle delay "problem" the first couple of months, until I
figured out how to configure the kernel and scsi adapter correctly. Now it
is configured in a matter of 1-2 seconds, and the system is running almost
immediately after power on.

If you like, I can send you my kernel configuration file, but you will
probably have to poke around yourself with the scsi adpater settings.
