Maybe it's a stupid question, but... have you actually used "vipw" or directly changed UIDs in /etc/passwd and /etc/master.passwd (as I understand from your message)? If you edited the files, have you run pwd_mkdb after? As for Dan's suspect about being a bad idea changing UIDs, I just did a quick search in my Unix manuals and I didn't find nothing.
