As per IGNORE message:
** Port marked as IGNORE: devel/cross-binutils:
you should define TGTARCH and TGTABI to build port
** Listing the failed packages (-:ignored / *:skipped / !:failed)
- devel/cross-binutils (marked as IGNORE)


You MUST define TGTARCH and TGTABI to compile any dependencies.
put this in /etc/make.conf, 
if you change TGT* for any reason, you must delete dependencies and recompile/reinstall.
