Many bug systems have a concept of 'enhancements', e.g. items that aren't defects and are meant to improve the status quo of the project that the enhancement was filed against. This would help improve the overall FreeBSD GNATs metrics and give folks a better idea of what's considered a software defect vs what's considered a software enhancement.
