After I've put OPENSSLBASE=/usr/local/lib to /etc/make.conf, and have changed the SSL_BASE='SYSTEM' to SSL_BASE='${OPENSSLBASE}' in Makefile and Makefile.ssl everything is ok. BTW, /usr/ports/www/apache13-modssl compiled without any problems.
