Do you mind if I move this to devel/gettext, and do it for LOCALBASE, X11BASE and PREFIX? That way we'll catch all the ports that depend on gettext (ie anything which should be using share/locale). Also, any ports which are using their own version of gettext, rather than depending on the port will be found. The only outlier is KDE, which uses a hacked up version of libintl, but the gettext utilities for building, and it can be taken care of.
