which version of FreeBSD are you running?  5.2.1 and earlier need
hw.pci.allow_unsupported_io_range=1 (which may be spelled wrong,
sysctl hw.pci will tell you how to spell it) in cases like this.  This
is a tunable, so you need to put it in /boot/loader.conf.
