update to 1.13.4 with backported N_ELEMENTS

You can fix the N_ELEMENTS error by cherry picking upstream commits e32920a=
9c7
and e1ff063ffa. I've done that in the attached patch and it builds OK for me
with Samba 4.10 with SAMBA4_BUNDLED_LDB=3Dno. It does not build with Samba =
4.8. I
will try to fix that.
