Yes, it should probably go in bsd.own.mk, similar to what NetBSD does. The only question is in which section, because unlike NetBSD, we do not really have a separate area for general build tools. I suggest that we put it between the COMPRESS_CMD?= and .if !defined(_WITHOUT_SRCCONF) lines.
