You can find the latest version on:
ftp://coombs.anu.edu.au/pub/net/ip-filter/ip-fil3.2.9.tar.gz

IPFilter is (I think) incorporated in FreeBSD 3.0, but not in earlier
versions. When you download the tar.gz file it is easy to install if you
read INST.FreeBSD-2.2.
