Did you try:

# ftp ftp.freebsd.org
name: anonymous
password: hank@black-hole.com
# cd /pub/FreeBSD/2.2.6-RELEASE/floppies
# binary
# get boot.flp
# quit

Use dd to write the floppy and then boot it.
