This PR is a little misleading.  Although the ctype(3) manual
mentions the isideogram() interface, it doesn't reference
the missing manual page.

When someone writes an isideogram(3) manual, a new PR should
be submitted that provides the page itself and a patch to
add the cross-reference to ctype(3).
