There's no documentation on this, but basically yes, just take
3.0-RELEASE and as much of 3.0-RELEASE/packages as you can fit
(only packages/All and packages/INDEX are relevant; everything else
is optional) and make an iso image out of it.  See /usr/share/examples/worm
for the scripts to do that.
