If it's for download, chances are you want to make a compressed tarball
(.tar.gz). This is best done with

tar cvzf directory.tar.gz directory

Briefly, the options in this context:

c - create new archive
v - verbose output (lists filenames as you go--optional)
z - pass tar output through gzip(1) (compress)
f - Send output to the file specified (directory.tar.gz)

directory.tar.gz -- Output file

directory -- Input directory
