I believe that the "ipfilter" package can be tweaked into doing this.
Perhaps some ipfilter user on the list could give some suggestions.  If
you go to http://squid.nlanr.org (the squid proxy homepage) you'll find an
entry in the FAQ about this.  I'd be very interested in whether this is
possible or not...
