Hi,
Thanks to the people who replied on this. Just wanted
to reply and note that this was a user gaff and not a
problem with OS functionality. Early on while trying
to fix my problem, I added a sysctl.conf file whose
purpose was to set kern.securelevel to 0. This is most
likely why INIT reset the variable every time at
completion of boot; as soon as I removed this file I
was able to successfully boot at -1.
