Patch updating x11/xclip from 0.12_2 to 0.13.

I'm submitting a patch updating x11/xclip to 0.13.=20

The new version introduces a '-t' option, which I was missing from FreeBSD.
Also, the xclip project moved to GitHub from SourceForge, so I changed rela=
ted
information accordingly.

The patch was tested with portlint and it did not produce any errors when
tested with the commands from Chapter 3.4. of the Porter's Handbook.
