I don't see how the Rumsfeld quote could offend anyone. True, Rumsfeld is a politician (and not a particularly popular one in most parts of the world), but the quote itself is not political. It is a somewhat comically worded expression of an important truism that many people would do well to remember (cf. the classical "there are no unknown bugs in our software"). Would you have suggested moving it to -o if it had been a Steve Martin quote? The Fass quote is more borderline.
