Check the permissions of the files under /var/rwho. Here's what I have, and
it works fine:
ben@strontium:~$ ls -la /var/rwho
total 5
drwxrwxr-x 2 root daemon 512 Oct 16 02:30 ./
drwxr-xr-x 18 root wheel 512 Oct 16 21:48 ../
-rw-r--r-- 1 daemon daemon 84 Nov 14 17:03 whod.magnesium
-rw-r--r-- 1 daemon daemon 108 Nov 14 17:03 whod.scientia
-rw-r--r-- 1 daemon daemon 156 Nov 14 17:05 whod.strontium
