I'm not sure if this is it, as I've never configured NAT, but you are specifying natd to handle unregistered addresses only; but, your two Windows boxes have public IP addresses. an unregistered class C would be 192.168.0.0. So, here is a possible addressing scheme for the ep0 segment: FreeBSD: 192.168.1.1 Win 1: 192.168.1.2 Win 2: 192.168.1.3 all have a subnet mask of 255.255.255.0. Like I said, I'm not sure if that'll work, but maybe someone else can shed more light on your problem.
