I disagree, becausing making one big tool (when using multiple small tools is available) is counter to the normal Unix method. The effect will be the same (having deltas signed before they're sent). Why is forcing ctm itself to do the signing better? I want to have mkCTM (the existing script that manages the ctm building process) do it. I better admit that the copy of mkCTM that's in the sources is a little dated. I use a slightly modified one.
