Yes, but it could be turned off.
If you rely on SUITESPARSE @ numpy, then 
libumfpack.so:${PORTSDIR}/math/suitesparse
is redundant here (it will be inherited for py-numpy).

But if numpy's SUITESPARSE is mandatory for this port to work, it must be
ensured some way that it was not turned off.
