The most comfortable way is to go to any FreeBSD FTP site, cd to
/pub/FreeBSD/ports/ports/ and then issue get for example 
database/apache13.tar

then you just extract this tarball into your /usr/ports/ and build it.
N.B. You should have Mk and Templates subdirectories in order this worked.
