There are three variables in /boot/defaults/loader.conf:
userconfig_script_load="NO"
userconfig_script_name="/boot/kernel.conf"
userconfig_script_type="userconfig_script"
Add (or edit) userconfig_script_load="YES" to /boot/loader.conf to make it
pull in /boot/kernel.conf where the boot -c stuff is written.
